What is P415?

Are you prepared for P415?
P415 is fast approaching, and will come into effect in November 2024. This is a significant modification to the Balancing and Settlement Code (BSC) in the UK electricity market. This modification aims to facilitate the participation of Virtual Lead Parties (VLPs) in the wholesale electricity market. VLPs are entities that aggregate the flexibility of various consumers and generators – VLPs can also be referred to as aggregators, route-to-market providers and energy flexibility providers.
This shift in regulation is super exciting and demonstrates the growing role flexibility has in the GB energy market, creating further opportunities for behind-the-meter smaller-size solutions such as EVs, batteries, heat pumps and even demand site loads.
The modification allows behind-the-meter assets and loads to appoint a VLP to optimise the load in the wholesale market without needing to go through their appointed electricity supplier, without any changes to supply contracts and bills.
Why is P415 important?
Increased Flexibility: By allowing VLPs to directly participate in the wholesale market, P415 may increase the availability of flexibility in the electricity system. This is crucial for balancing supply and demand, especially during peak periods or when there are unexpected disruptions.
Lower Costs: Increased flexibility can potentially lead to lower balancing costs for consumers. By efficiently matching supply and demand, the need for costly interventions may be reduced.
Empowerment of Consumers: P415 can empower consumers to participate in the energy market and potentially fully benefit from the value of their flexibility.
How does P415 work?
1. VLPs will need to register with Elexon, the operator of the UK electricity market.
2. VLPs will aggregate the flexibility of various consumers and generators. At the same time, they will be able to coordinate and stack additional flexibility ancillary programs.
3. VLPs will be able to trade electricity in the wholesale market. They can buy or sell electricity based on price signals and their aggregated flexibility.
4. The settlement process will be adjusted to account for the participation of VLPs. This includes mechanisms to ensure fair compensation for suppliers and VLPs through the introduction of mutualised funds.
5. The process will ensure the right levels of flexibility are calculated and compensated by the introduction of an average baseload methodology.
What’s next for P415?
The P415 modification is not simple, and ESO has been working on it for almost 4 years. As time goes on it will continue to evolve as our energy system becomes more complex and decentralised. P415 is a significant and positive step towards a more inclusive and efficient UK energy market, and VLPs are more accustomed to manage all types of energy flexibility due to their know-how, experience, in-house technology, and prime focus. I believe we will see a significant increase in the participation of energy flexibility in the UK market.
